Voyeurs allegedly targeting female students in U of T washrooms

Three men have now been charged with voyeurism this year for incidents at U of T

Yet another man is accused of surreptitiously recording cellphone images of a woman in a University of Toronto washroom.

Toronto Police say the latest U of T voyeurism investigation stems from an incident that occurred last month, on Feb. 7, after a female entered an all-female washroom in the area of Spadina Ave. and Willcocks St. – south of Harbord St. – around 10 p.m.

“It is alleged that a man followed her into the washroom,” Const. Ashley Visser said in a statement released Wednesday. “As the female was in the washroom stall, the man placed his cellphone over the stall and began to record the female.”

Investigators subsequently identified a suspect and arrested him when they executed a search warrant on Tuesday.

Chun Fai Choy, 33, of Markham, is charged with voyeurism and failure to comply with release order.

The accused was scheduled to appear in court for a bail hearing on Wednesday.

Investigators have released an image of Choy because they are concerned about the possibility of other alleged victims.

Earlier this month, a 19-year-old man was accused of recording cellphone video of a student showering in a U of T residence – also in the area of Spadina Ave. and Willcocks St.

The alleged victim reported that incident to police on March 12.

“A female student entered a washroom in the University of Toronto Wilson Hall Residence and while she was showering, she noticed a shadow over the shower curtain,” Const. Laurie McCann said in a statement released several days later.

A short time later, the female student noticed “a shadow over the shower curtain” and realized it was someone recording video with a cellphone.

Investigators identified and a 19-year-old man as a suspect and arrested him.

Shunnosuke Koshikawa, an international student, was charged with voyeurism and mischief.

In October and November 2023, investigators released images of another man who was sought for allegedly recording images of unsuspecting young victims in U of T washrooms.

At the time, police said those incidents of alleged voyeurism – also in the area of Spadina Ave. and Willcocks St. – occurred between July and October and targeted alleged victims ranging in age from 14 to 21 years old

“It is reported that in each incident a man loitered inside women’s washrooms and gender-neutral showers,” Const. Victor Kwong said in November. “In some of the incidents, he placed a cellphone underneath the stalls, recording the victims.”

Kwong said the victims ranged in age from 14 to 21.

Investigators subsequently identified a Kitchener man as a suspect and arrested him in January.

Dang Pham, 28, was charged with five counts of voyeurism and six counts of mischief.

U of T issued a statement on March 19 explaining steps have been taken to “protect students, staff, librarians and faculty, and to increase safety and security.”

“In a situation like this, the university carefully considers and implements all available actions, such as trespass orders, additional security patrols, increased video surveillance in public spaces, physical alterations to the affected spaces, signage and more,” reads the statement.

“Still, we encourage all members of our community to exercise vigilance and report any behaviour of concern to security on patrol, by calling Campus Safety at 416-978-2222, or through the U of T Campus Safety App.”
