The proposal from Enbridge Gas received a boost this week when Norfolk council agreed to waive taxes on the pipeline for 10 years.

In correspondence with Norfolk County, Enbridge said the pipeline project isn’t economically viable on its own and will need government support.

That support is available from the province’s Natural Gas Expansion Program. The Ontario government invited a new round of applications for subsidies in December.

The county waiver is worth about $200,000 over the life of the agreement, CAO Jason Burgess said. The payoff, he added, comes a decade after installation when the Enbridge infrastructure begins paying taxes. Council agreed.

“If Enbridge doesn’t put in the pipeline, you’re not going to get taxes anyway,” Coun. Chris Van Paassen said.

Norfolk council agreed to an identical arrangement in 2017 when the applicant was Union Gas.

Union Gas’s grant application to the province was unsuccessful. Union Gas has since been purchased by Enbridge.

The difference this time around is Enbridge is prepared to run a pipeline into Turkey Point by way of Normandale. The Union Gas proposal would have tapped into a main in the area of St. Williams and headed east along Front Road.

Many residents and businesses in the affected area heat their buildings with fuel from propane tanks. Tuesday’s report to Norfolk council said natural gas is a better option and may even spur beneficial development.
