Mould found at Woodingford Lodge sites in Ingersoll and Tillsonburg

Moisture causing mould under the flooring at both the Ingersoll and Tillsonburg Woodingford Lodge locations could lead to an unanticipated investigation by the county.

Oxford County council will be voting on a possible investigation into what caused the mould at its meeting tonight (Wednesday), an investigation that could cost up to $60,000. According to the report from public works director Rob Walton, any monies would come from the county's general reserve fund.

The mould was discovered in Tillsonburg last month. Residents, families and staff had been informed on April 18 that an investigation was occurring to determine the potential cause of discoloured flooring that had appeared at the lodge. It was confirmed the next day there mould under the flooring and in the air. According to the staff report, the two are thought to be unrelated because they are different strains of mould.

A further investigation was conducted at the Ingersoll site on May 12 after similar spots were noticed on the flooring. Based on a sample from Ingersoll compared to a Tillsonburg sample, staff believe the two are similar.

Walton said the mould in Tillsonburg was more widespread and, since it's been discovered, there have been additional meetings with residents and families. Walton said the mould didn't pose an emergency situation. By using HEPA air filtration units, staff members are easily able to maintain appropriate conditions so residents don't have to be moved.

"Mould is supported by moisture, (and) we're trying to figure out what's actually causing this," Walton said of the investigation. "These buildings are both slab-on-grade construction, so that means there's no basement under most of it and certainly not in the areas where it's happening. So somehow there's moisture that's causing this."

Because the Ingersoll and Tillsonburg lodges were constructed based on the same design, it isn't necessarily odd this could happen at both locations, Walton said.

Staff has also looked at the Woodingford Lodge location in Woodstock, but there is no evidence of mould there. There are differences in the construction of that building compared to the other two, Walton said. The Ingersoll and Tillsonburg lodges were also built under the same contract while the Woodstock location was built under a different contract.

Walton hopes to return to council with more information on June 22.
